Library Planning Meeting #2

Attendees at the meeting included Kate Billington, Melissa Hart (representing the Fairbanks Square) Deirdre Helfferich, Hannah Hill, Mike Musick, Lois Sala, Jeff Stepp, Frank Therrell. Dan Darrow and Mindy Gallagher arrived as the meeting broke up.

Deirdre passed out agendas and copies of the report from the last meeting, along with the final t-shirt logo design.

Concert: Deirdre described the situation with the concert and asked for help with collecting donations; Frank volunteered. Kate and Deirdre will sit the t-shirt table. Deirdre will cook a few salmon (Frank will provide a couple) to feed the concertgoers.

As of the meeting time (3 pm) bids on the private concert were up to $475.

T-shirts: T-shirts will be picked up on Friday and offered for sale at the concert on Saturday. Shortsleeved will be $15, longsleeved $20.

Website: no one had suggestions for additional pages, although a construction in progress page with photos was thought a good idea. The group decided that buying a domain name was also worthwhile, especially when so cheap ($10). www.esterlibrary.org was the preferred domain. GaBriella mentioned that Ken Woods, who lives in the village, might be willing to host the site for free. Deirdre also knows someone who might do the same, Peter Prokein, who is currently hosting the esterrepublic.com site for free.

Planning: Frank had made arrangements with Rick Winther to split the cost of a survey; this may cost thousands of dollars, but Frank wasn’t sure if a) Kallen and Associates is charging for the survey, or b) if Winther plans to take on half or more than half of the possible cost. Frank had offered to find someone in Ester to do the job, but Winther suggested Kallen, so Frank agreed. Whether this constitutes agreement by the ECA was not discussed—it’s possible that a local person might have been found to do it for no cost, but since we don’t know for sure it may be moot. It’s pretty clear that a legal description is required for the transfer of the property to be completed, so the survey is necessary. The survey may or may not be finished; the surveyors have been out at least twice, and maybe three times (most recently last week).

The group was in general agreement that the piece on the top of the cliff was the better place to start looking for a building site, and that a design should be for a building that could be expanded easily over time, as the ECA gains funding and need to expand the building.

Some sketches should be drawn up so architects have some idea of what we’re thinking about, and more commitments on paper to offer to the Rasmuson Foundation or other organizations that might provide capital grants. The current room is 18 x 18 feet; any new starter building should be at least twice that size, preferably more. The in-kind donation forms were passed out to the group; blanks will be brought to the concert.

The group decided to:

  • get two soil sites tested on the top of the cliff. Mike will coordinate this. The library has reserved $1000 for payment, if we can’t find someone to do it for free.
  • clear out the brush—but not the trees—on the top of the cliff so that we can a) tell where the trees are and from there make a decision about keeping or not keeping particular trees, b) make it easier for a drill rig to get in to test the soil, and c) see the ground better to make a better siting decision. Frank will coordinate this.
  • contact a local architect to work with Tamsin Stone. Lois Sala will contact Gary Pohl, who lives out on Old Nenana. Other possible architects to ask: Patty Piersol, Scott Johnson. Tamsin will be in town in a week or two.

Other discussions: Mike mentioned the possibility of EPA cleanup being necessary; federal funding might be available for this if so. Possible earthmovers who could be tapped to help with the ground clearing and breaking are: Dave Hyland, Scott Allen, Chris & Del, or Don Cameron. GaBriella added that she had seen a website offering grants for helping communities do green building retrofits/designs. She’ll look it up for a possible funding source. Some ideas were tossed around about the lower piece of property (transportation hut/gazebo).

There was a short discussion about building a librarian’s cottage/advance workshed on the small upper piece, next to the Stellar Communications/Photosynthesis property. This could serve as a storage shed/workshop during construction and later a custodian/librarian’s cabin when the library is completed. No decisions were made, although Mike noted that the mine shafts on this piece of property will need to be sealed off to protect the ECA from liability (and prevent people like Kris Chandler or JD Ragan from falling through when they bounce up and down on the overgrowth to test whether there’s a mine shaft underneath—much chuckling ensued).

Next meeting: August 27, Sunday, 3 pm Hartung Hall

After the meeting, a small group went out to the property and flagged a possible driveway area. Trees will need to be flagged to prevent overenthusiastic brush crews from cutting them down too soon.
